Paramedics, which are EMTs with more training (1200-1800 hours vs. 200 hours for EMT, per search engine AI).
I got it. They are paramedics doing their best in the scene.
In Brazil, only MDs are allowed to intubate. In pre-hosp services they are usually trained doctors.
